1.  Meeting called to order – Vic is chairing this meeting in Sheila’s absence


a.    Role of younger generation and spouses present at this meeting.
(to participate in all discussions, but not in voting which is limited to the Shareholders)
b.    Proxies for Carson and Brenna from 2015 are in effect until further notice.

       As we did last year, Sheila asks that in any discussions during this meeting where an idea is         presented, we decide as a group whether or not to pursue the idea, and if pursued, that we decide a definite course of action and assign responsibility for directing that course of action.
Vic would like to recognize Sheila for her work on the thorough agenda document.


Vic suggests anyone who takes on a project be given autonomy to make decisions for the project (in reference to Melanie’s email chain on Bugmaster) within reason.
Duane states we’re a maximum meeting length of an hour and a half so we should try to keep things moving


2.  Approval of Minutes from previous meetings

3.  Matters arising  from previous meetings 

a.     Establishing Budget for 2022 Expenditures


Stephen: According to Sheila, we have approximately $4300 for projects in 2022, which takes into account existing funds and scheduled levies


Vic: this is a modest increase in the operating fund, which will increase over time. We will still need to prioritize projects among all of the improvements we could take on.

Vic: Superior Propane fills up the tank whenever it’s needed. They filled the tank recently and it cost approximately $900. We will be spending more on propane than last year because the use of the cabin has increased and the cost of propane has increased, but the increased user fees will cover the difference.

Stephen: Last year we collected ~$8800 in user fees. We can expect a similar amount this year, which could be used for projects.

b.    Cabin User Fee Increase 2021


 At April 17/21 Zoom Meeting, the User Fee was increased to $20 per person per day. This decision was made with a plan to review it at the 2021 AGM


Discussion and Action Plan, if needed:


Duane: can we discuss this now? How are people feeling about this?
Cody: we might want to set a target for the size of reserve fund we want to have on hand and revisit the increased user fee when we hit it.
Vic: we are still in a position where we need to discuss whether there is money in the budget to engage in prioritized projects so there’s still a need to build up the reserve fund. He believes this should be in the neighborhood of $30k, which would allow us to absorb almost any unexpected cost. We should table the discussion as a separate item to discuss at a separate meeting.
Sharyn: The fund is lower than it should be because some people couldn’t use the cabin this year.
Duane: this could be tabled for at least another year
Vic: We could address it at a semi-annual meeting as well.
      ii)          “Financial Snapshot”
                   Look at financial documents that Jen sent us in Nov 23/21 email in order to determine      our budget for maintenance and improvements 2022. This will be needed for today’s discussions.

          b.     Cabin Maintenance Document
                     i)           Many thanks to Cody and Ron for setting this up. It is invaluable in terms of history, keeping track of what has been done and what needs to be done. Accessibility by everyone is invaluable in terms of sharing information and updating information.
                    ii)          Need for an Administrator for Cabin Maintenance Document
In preparing for the AGM, I discovered that there is a need for someone who will update the Cabin Maintenance document on an ongoing basis. It would be ideal if everyone who performed any maintenance or acquired any item for the cabin would update the document themselves; however, in order for it to be an effective document, there needs to be someone who oversees this and ensures that it is updated. This might involve double-checking with individuals about maintenance done or purchases made. I also suggest that this oversight should entail entering information regarding a particular item in the “Notes” section. This information will be invaluable in identifying the history of a particular item as we address it at a meeting. I took this on in preparation for this AGM and it was extremely time consuming since I had to refer back to previous minutes. If someone were to update the document on an ongoing basis; for example, following each meeting, this would be done while the information is fresh and accessible.
Discussion and Action Plan, if needed:
Vic: do we need one person to administer the sheet? Should we be tracking who is making contributions?
Cody: I think we need one person to comb through the sheet for upcoming items prior to each AGM
Vic: why don’t we have people tag themselves and the date in the sheet when they make an update? Can Cody send an email containing a link to the document, calendar, and the drive? The time consuming part of things is double-checking with everyone about the status of tasks.
Cody: we could do a workback from the AGM where two weeks before the admin sends an email out to get everyone to enter updates on the work they’ve done. One week prior, the admin could enter the items into the agenda.
Vic: We should get someone to take this on. Why don’t we discuss at the mid-year meeting?
          c.     Ant Problem
         (Background:  Bugmaster made indoor and outdoor applications Spring & Summer 2021)
                (Present plan is to remove all carpets, fill all holes/cracks in floor with insecticide infused sealant   in order to seal off all possible points of entry for ants, fumigate, and install laminate, perhaps with a protective seal; Vic’s Aug 19/19 email outlines a related report.)

                   Quote re:  Bugmaster Applications in Spring and Summer 2022
                    Discussion:
Vic: An additional interior treatment would bring the total cost to ~$1400. Recommends giving Melanie the authority to make the decision.
Duane: Now that we’ve started, we can at least test it out over the next two to three years. He agrees that whoever is running a committee should have the authority to make decisions within limits.
Mike: I was impressed at not seeing very many ants inside the cabin this year.
Vic: There were not many ants inside, but there are still a lot outside.
Vic motions that Melanie be designated as lead on the ant problem and that she be entitled to make decisions in that regard. Duane seconds, all in favour
                    Action Plan:

          d.     Out-of-Summer Booking Guidelines Draft Document
                  (Background:  The Shareholders have agreed in principle and Vic has been modifying the document according to group wishes.)
                 A couple of family members wish to bring forth some thoughts for discussion regarding  possible further changes to the guidelines draft document. Their thoughts are compiled here:
                  1.       Could the offerings during May, June and September (prime OOS months) remain as pre- determined 6-day blocks, but change the offerings in the remaining OOS months (Jan, Feb, Mar, Apr,   Oct, Nov, Dec) to being open to a beginning and end date on whatever day of the week is convenient to the person/family who is booking?
                  2.       Could we return to the idea of Rotation #1 of OOS Booking offering larger time blocks, such as 10 or 13 days?
                  3.       People should be free to book shorter blocks of OOS time, such as for three days, if they wish. Perhaps a rotation could offer the opportunity to book “up to” 6 days.
Discussion and Action Plan:
Duane: Has the one week booking negatively impacted anyone?
Cody: I had a question about whether the entire 6 nights would need to be booked (i.e., if someone wanted to book less than 6 nights)
Vic: I didn’t anticipate that the entire 6 nights would need to be booked, the language should reflect that users are able to book up to 6 nights. Should we adopt this as a working version to be revised?
Duane: I agree. This gives us a starting point which we can test and modify based on feedback if necessary. Duane motions that we adopt it as is subject to potential future revisions (all in favour)
          e.     Water Shutoff  Valve Replacement (Vic)
          Background:
     2021 Plan was for Wayne Watson to do the following:

                       1.        Excavate water shut-off valve site and replace the valve along with boxing it  in and installing a ground-level on/off switch
                       2.        Replace leaky water valves under the cabin (and perhaps replace all the water valves under cabin).
                       3.        Remove stumps out by the road and any other stumps identified.
                                  This work was not done due to 2021 forest fires in BC.
                    Update for Spring/Summer 2022: (Vic)
Vic: this ties to shutting down the cabin. This project is so trivial in the backlog of things Wayne Watson has to do it likely won’t rise to the top of his list for years. The amount of destruction out there is enormous and people will want to rebuild. It will be difficult to get someone to come out and excavate. We may need to excavate by hand and locate a plumber, or we can keep the water on with the furnace on over the winter (depending on whether the heat taping is effective).
Cody: I drained the pipes but didn’t use any antifreeze. I can do this over the holidays if needed. Update (January 21), the cabin has been drained and antifreeze has been applied to the toilets and sink drains. The hot water tank has also been drained.
Vic: The antifreeze should be sufficient, although we don’t want to put too much into the septic system.
Carson: There is a risk, if the power goes out that the furnace will fail which puts all of the pipes at risk if they’re not drained. The furnace isn’t reliable either, so it exacerbates the risk.
Duane: I just had one of my furnaces replaced today because it died. This can happen very suddenly.
Mike: The good thing about having an older furnace is that doing routine maintenance is cheap. If we install a new furnace there is a risk of the new technology failing. Also, because we changed the hot water tank and it’s no longer a bottom entry it doesn’t drain automatically when you empty the pipes. It will need to be drained manually using a hose.
Duane: is it worth running the excavation job by Wayne Watson so he can confirm that he won’t be able to do the work?
Vic: I sent him a text in October and he hasn’t responded. I would assume he isn’t able to get around to this.
Duane: Would it be worth calling him so we know for sure?
Mike: How far down is the valve and is it there because of the frost line so it doesn’t freeze?
Vic: I think so. It’s down about four feet. I’ll phone Wayne to see if I can get through.
Duane: 60 minute time check
Vic: on the topic of the furnace, the only parts of the cabin that have forced air heating are the living room, kitchen, and main bathroom. The master bedroom has electric heating, the other bedrooms don’t have anything. Do we want to run heating and / or air conditioning to the bedrooms?
Mike: The furnace manual states it can be used for heating and cooling, so A/C should be doable.
Vic: I don’t know whether the ducts to the living room are boxed in and insulated. If not we’re wasting a lot of heat.
Carson: the duct which runs under the balcony is insulated but the insulation is pretty chewed up so it might be worth looking into replacing it. There’s another duct which runs through the joist which should also be insulated.
Mike: I have a ton of extra insulation for round ducting we could use. I’ll bring it out next time I visit.
Vic: we will need to add this to the action plan and discuss further. The hot water tank should be drained whenever the cabin is not used for an extended period of time.
          f.     Winterizing of Cabin 2021
                  Background:  Carson installed heat tape around water lines from storage to kitchen for insulation purposes so that the cabin could be used over the winter this year.
Cody has left the cabin, presently, with the furnace set to 10C, and with this section of water lines drained and the heat tape activated, in case any water was still trapped in the lines.
Discussion:   Should we leave the furnace on throughout this winter, with these measures in place, or close the underground water valve?  We know that there may be a risk of breakage if the valve is closed.
Action Plan, if needed:
          g.     Sanding and Staining of Cedar Siding and Accompanying Window & Door Frames
                Present plan:  to stain on an ongoing basis, in order to preserve the cedar siding on cabin and boathouse. It was noted at the 2019 AGM that a specific plan was needed moving into the future. Note that this project also includes staining/painting window and door frames.
                     1.        Summer 2021, Sheila and Ron were going to stain the back of the cabin (North) and  the West wall (exterior). This was not done due to the 2021 summer heat wave.
                      2.       Spring/Summer 2022, Sheila and Ron are unable, at this time, to commit to staining the  North and West sides of the cabin, due to uncertainty of their availability.
Duane: Is the west side the side where you would need scaffolding? We should talk to Murray about where he got his from. I would take this on if scaffolding were available. Duane could make arrangements in advance if someone would talk to Murray. Can someone send Duane Murray’s email or phone number? (Vic has sent Murray’s contact information to Duane).
                      3.        East and South sides of the cabin are due to be stained this spring/summer; however,  this could be postponed to 2022.
Vic could take this on and asks if Duane is to label the paint cans for the window frames.
                      4.        2022 No staining required on boathouse
                        5.        Spring/Summer 2023, boathouse stain should be done, beginning with the South side,  then the West and North sides. (Responsibility to be taken at 2022 AGM)
         h.     Plan for Removal of Carpet and Installation of Laminate Flooring
 (Present plan:  The old carpet has been removed from the main bedroom and now, as voted upon   at the 2019 AGM, we need to remove the old carpets from the remaining rooms and install laminate this upcoming year. Two years ago, Duane estimated the laminate would cost $400-$500 per room. The cost may be higher now. Vic and Kathleen researched and proposed a product last year; however, the budget did not allow us to proceed with that project at the time. Mike has already purchased the tiles that will be installed in front of the fireplace.
                    NOTE:  Cody suggested the possibility of a work bee.
                    Discussion re: action plan including:
Vic: thanks to everyone involved in the bathroom renovation. Do we have enough projects on the go to put this on the back burner?
Sharyn: I think we should hold off and not take out any more carpet until we have the replacement in hand / ready to install.
Vic: we removed the carpet in the master bedroom because of the number of ants. He agrees we should keep this on hold for now.
                      1.       Removal of carpets (Which and when)  ___________________ (volunteers)

          i.     Air Conditioner
 Background:  Mike was to look into whether or not A/C could be fitted to the present furnace.
 Action Plan
          j.     Paver Pathway from Storage Room to Spiral Stairs  (Vic)
       Plan:  To place pavers between the storage and the spiral stairs, including an offshoot to the     boathouse “person” door. Melanie to get the pavers out to the cabin with the help of Karen and Bryan.
 (Note:  Melanie’s previous request for a patio slab pathway between boathouse “person door” and the throughway to the West of cabin is related to this, but could be addressed later when we discuss the  backyard plan.)
Vic: I don’t know where this stands. It’s not a top priority. If someone comes across some paving stones which would work and haul a couple out at a time, we could get it done.
Duane: If we had a couple of extra ones we could replace some of the cracked ones. If the stones are out at the cabin people can install them when they have time.
Mike: are we talking sidewalk blocks or pavers?
Vic: either would work. It would be good to have the same ones as are out there but we could make different ones work as well (the pavers out to the dock are round). If anyone comes across some pavers they should purchase them and haul them out.

          k.     Removal of  Dead Trees (Western property line)
         Update:  All the dead cedars down by the lake were removed by Melanie, Karen, and Bryan, Spring 2021
         Two of the three trees previously identified as “smallish” were removed by Melanie and Richard, her brother, Spring 2021. The third was de-limbed and needs to be removed.
Action plan:
Vic: We should discuss landscaping at a future meeting. What do we plant (if anything) on the western side?
          l.      Thru-Wall AC Unit
  Was it put on Kijiji, as discussed?
  If not, can someone do this? ______________ (Volunteer)
Vic: suggests if anyone can get rid of it they should.
          m.     Float
           i)      Update:  Did anyone follow up on taking the leaky barrel to the dump?
                    ii)        Update:   Mike was to be asked if he could put the float on Kijiji, but there isn’t a record of anyone taking responsibility to contact him.
              Action Plan, if needed
Mike: if we do want to sell it we should do it in the summer.
Vic: it’s so heavy it doesn’t get used.
Mike: I could tear it apart or put new barrels on it and sell it in the summer.
Vic: if someone can dispose of it, please do.
              n.     Second Ladder for Dock
                   Mike was to be asked to look into a second ladder for dock, closer to shore. (location, length) but there isn’t a record of anyone taking responsibility to contact him.
                  Follow-up:
Mike: where do we want it on the dock and how long does it need to be?
Vic: closer in to shore, but I don’t know what the depth is.
Duane: The depth is probably somewhere around 5 feet
           o.     Second Buoy (Sheila & Melanie)
           Background:  There were a number of ideas presented and it was suggested that we need to check on regulations, but no one took responsibility to do that.
    Discussion re: action plan (including anchorage)
Vic: Let’s table this for now
           p.     Composter
     Present plan: Vic mentioned that Melanie was to offer the yard composter to neighbours since directors agreed that we did not need it and that it was an attractant for bears.)
Update:  Was this done or is follow up needed?

Vic: we should put it out by the road with a ‘free’ sign on it

              q.     Boat Motor
          The motor for the aluminum boat was not used since 2018. Should there be maintenance done    this year? (ask Mike who has taken care of it in the past)
Follow-up:
Mike: The motor needs a carb kit and he can look for it over the winter.
          r.     Dangerous spruce tree on public  land bordering Shorts Rd. (Vic)
              Update:  Spring/Summer 2021 Sheila learned that it is the BC Dept of Transport that is responsible   for road allowances. She engaged them to look into the problem. Murray McKenzie was present when they came to investigate. Their assessment was disappointing: “If the tree were on the other side of the road, we would remove it because if it fell, it would take down the electrical lines for a large portion of the neighbourhood; however, given its location, if it were to fall, it would only take out the electrical lines for 2 lots.” (McKenzie’s and ours)
Therefore, they will not address the problem.
Discussion re: action plan, if needed
Vic: unless we decide to hire someone or take it on ourselves nothing will be done.
          s.     Decluttering Under Cabin
        Background:  Present plan is to remove unused stuff (e.g. picnic tables)  from under cabin and clear usable space. In the meantime, anyone can move items that clearly need to be thrown out into the area to the North of the boathouse. No follow-up needed, presently. A focused plan has been tabled until post COVID-19.
Vic: this will only be dealt with when we have a work bee or hire out a dumpster.
                            t.     Internet at Cabin
     Cody, at his own expense, has set up a connection that can be activated when needed. User pays for service. Cody will convey process to activate the Internet connection.
Cody has disconnected the service.
           u.     Disposal  of old stain from boathouse (Cetol1&2)
        Sheila takes responsibility to do this Summer 2022.
        No further  action needed.
            v.     Digitized Cabin Manual
 Ron is working on this. He is setting up AGM minutes so that one can do a Search for a particular    word or topic. Stay tuned
            w.     Replacing Dead Cedars by Lake
     There is a desire to plant something in the empty spaces between cedars where dead cedars have been removed.
Action plan, if needed at this point:
This should be added to landscaping item to be discussed at a later meeting

             Discussion regarding Vic’s suggestion of purchasing a “pet vacuum,” and/or upgrading   current vacuum to one more powerful.

                 Duane took care of pruning last summer. Is there pruning needed this summer?

4.     NEW BUSINESS
Duane: Introduces the topic of storage of personal items and landscaping. Regarding personal items, we have a limited amount of space in the boat house and it is starting to clutter up again since Duane and Vic last cleared it out. There needs to be a discussion and agreement about what can / can’t be left there.
Sharyn: what types of things are accumulating?
Duane: anything in the boathouse. Carrie has an inflatable paddleboard and 2 person kayak. She doesn’t leave them out there because there isn’t enough room for everyone to store that many items.
Vic: There are two kayaks in there now. I think this is fine, but if they’re left out there it should be for everyone’s usage. There are lockers for people to use. We shouldn’t leave anything that isn’t for general use. These things take up space and impede others’ ability to use the boathouse.
Mike: I know it’s not ideal for him to have the waverunner lift out there. His thought was he could leave the lift in the water chained to the dock and leave the boat on it which would free up space in the boathouse.
Vic: you could put it on the west side of the dock. This would be a good way to create some space. Let’s table this for now.
Duane: I was wondering whether we could store the boat out of the boathouse so that works.
Duane: regarding landscaping, he has done some research on low to zero maintenance yards. We could be growing native plants which would require little to no maintenance. It would be great to have something we didn’t have to mow. There are a few yards out there which are zero maintenance and they look quite nice if some thought is put into them. There are a lot of landscaping issues with the back yard but we could make it look much better with lower maintenance.
Mike: if we go zero maintenance I would be interested in buying the mower.
Vic: replacement of the 2x4s on the front deck is a growing concern and would be a good item for a work bee.
NOTE:  If time does not permit during this AGM, some of these items will need to be scheduled for Zoom meetings in Spring 2022
a.        Gift Cards for People Helping with Maintenance  and Monitoring of Cabin (Sheila)
   i)      Sam and Rick Sanderson  for 2021 – 2022
        Background:  Nov to March, they check the cabin at least once a month, according to Meloche Monnex guidelines when water and power are turned off.
       In addition to this monitoring, when Sheila was told Spring 2021 by a representative of Meloche Monnex that the cabin should be monitored every 7 days when the water and power are turned on, Rick and Sam monitored the cabin at this frequency (every 7 days, under Melanie’s direction) in the spring and in the summer 2021 when families were prevented from going to the cabin due to the forest fire situation and the cabin was vacant, as a result.
                      Sheila recommends that we raise this amount given the additional monitoring that Rick and   Sam undertook this year.  Rick and Sam are monitoring the cabin every 7 days, presently, since the water is still turned on. If we decide at this meeting to leave the cabin for the winter with the water and electricity on (for the furnace), we need to ask Rick and Sam to monitor once every 7 days throughout the winter. 
                   Proposal:  that we increase our offering of appreciation substantially, perhaps to $300/yr for this year, in recognition of the increased monitoring in both spring & summer 2021 and possibly in winter 2021-2022.
        Action Plan:
               ii)     Bryan and Karen
       Background:  We have been giving them $150, as a token of appreciation for their help with projects that Melanie undertakes at the cabin and for the use of their truck numerous times for loading and transport to the dump and waste transfer station.
It is important to note that the cost of gas is constantly going up and this summer they helped with at least two major projects:  removal of dead needles and debris on East side of boathouse and removal of dead cedars down by the lake which involved using their small CAT.
However, Melanie does not believe that they would accept more than $150/yr.
 Group decision needed regarding the amount to be given and to ask Melanie to please take care   of this gift offering, on our behalf.  
    b.     Superior Propane Contract
             Background:  Renewal of Contract is April 01/23. Will renew automatically unless we contact them 6        months prior, which will be by Oct 01/22. If we wish to look at competitors’ offers, this must be done prior to Oct 01/22.

    d.     User Fee Exemption for “Work Bee Project Days During a Pleasure Stay at Cabin” (Sheila)

             Begin discussion. (This is regarding all personal items such as lockers, water toys, and any large     personal items, given the increasing usage of the cabin by family members, and the growing number of adults using the cabin. It is a proactive measure, intended to pre-empt difficulties in this regard, in keeping with our desire to have the cabin, boathouse, and yard clutter-free.)

                         We need to establish a furnace maintenance interval. Carson has cleaned the     thermocouple; however, do we know when the furnace was last cleaned and serviced?
    h.     Possibility of Transferring Ownership of the Cabin to the Next Generation

      ii)       Next steps:
     i.     Development of Backyard (Duane)
Begin discussion regarding an overall plan for the backyard. Hopefully, this will launch a process of brainstorming where family members’ ideas are gathered and then the “whole” is examined, rather than addressing individual aspects of the yard separately, such as “to have a lawn or not to have a lawn.” Time to dream and imagine its use and design.
      j.     Contingency Fund Plan
Begin discussion of plans to establish a fund ear-marked for repairs, emergencies, and major projects to which an amount would be contributed each year.

   Apart from acknowledging family members for their efforts, this documentation is a helpful cross-reference for the Maintenance document. Anyone who has kindly taken responsibility for any item in the Maintenance document is asked to personally update the details of this action in that record.
